In the context of the partnership of the project “Provision of Home Care Service for Elderly in Tirana”, Ref No.IPA/2022/432-710”,
The Municipaliy of Tirana has lunched the call upon their need on needed:
Tender for External Expertise “Project Assistant”
The complete tender dossier is attached to this call for tender. It includes:
- Instructions to tenderers;
- Service contract notice;
- Draft Contract Agreement and Special Conditions with it annexes;
- Terms of reference;
- Budget (to be submitted by the tenderer as the Financial offer using the template provided)
- Tender submission form;
- General Conditions for service contracts
- Evaluation grid;
- Administrative grid;
- Other documents.

The tender must include a technical offer and a financial offer, which must be submitted in separate envelopes (see clause 8 of the document named “Instructions to tenderers”). Each technical offer and financial offer must contain original version and an electronic copy.
Tenders must be submitted using the double envelope system, i.e., in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words ‘Envelope A — Technical offer’ and the other ‘Envelope B — Financial offer’. All parts of the tender other than the financial offer (in hard copy and electronic format) must be submitted in Envelope A (i.e. including the tender submission form, statements of exclusivity and availability of the key experts and declarations).
The outer envelope should provide the following information:
- the address for submitting tenders indicated above;
- the reference code of the tender procedure
- the words Not to be opened before the tender-opening session’ and ‘Të mos hapet pa praninë e Komisionit të Vlerësimit të Ofertave’;
- the name of the tender.
The envelope must be submitted at the following address given in the point 8 of the attached document named “Instructions to Tenders”:

The deadline for the submission of the applications is 24.05.2023 at 16:00 - Albanian time (UTC+1). Only offers received prior to this deadline will be considered.
