In the context of the partnership of the Project “Capital Cities Collaborating on Common Challenges in Hazardous Waste Management – Yerevan, Warsaw, Tirana’ – Ref.: Eni/2019/412-943”,
The Municipaliy of Tirana has lunched the call upon their need on needed:
Tender for External Expert for “Purchase of Media and Visibility Services and Materials for Tirana Municipality”
The complete tender dossier is attached to this call for tender which includes:
- Instructions to tenderers;
- Service contract notice;
- Draft Contract Agreement and Special Conditions with it annexes;
- Terms of reference;
- Budget (to be submitted by the tenderer as the Financial offer using the template provided)
- Tender submission form;
- General Conditions for service contracts
- Evaluation grid;
- Administrative grid;
- Other documents.

The tender must include a technical offer and a financial offer, which must be submitted in separate envelopes (see clause 8 of the document named “Instructions to tenderers”). Each technical offer and financial offer must contain one original, clearly marked ‘Original’, 2 copies, each marked ‘Copy’ and an electronic copy.
Tenders must be submitted using the double envelope system, i.e., in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words ‘Envelope A — Technical offer’ and the other ‘Envelope B — Financial offer’. All parts of the tender other than the financial offer (in hard copy and electronic format) must be submitted in Envelope A (i.e. including the tender submission form, statements of exclusivity and availability of the key experts and declarations).
The outer envelope should provide the following information:
- the address for submitting tenders indicated above;
- the reference code of the tender procedure (i.e. ENI/2019/412-943/SER-MVS);
- the words ‘Not to be opened before the tender-opening session’ and ‘Të mos hapet pa praninë e Komisionit të Vlerësimit të Ofertave’;
- the name of the tenderer.
The envelope must be submitted at the following address that is also given at the clause 8 of the attached document named “Instructions to Tenders”:

The deadline for the submission of the applications is 15.03.2024, 16:00, Albanian time (UTC+1). Only applications received prior to this deadline will be considered.
